Screen Producers Ireland welcomes Minister’s commitment to Irish Independent Production Sector

In a statement released after the launch of the Broadcasting (Amendment) Bill 2019 and the announcement of a review of Broadcasting Act 2009, specifically related to the Irish Independent Production Sector, Screen Producers Ireland welcomes the Minister for Communication’s commitment to the Irish Independent Production Sector.

Today’s announcement has the potential to solidify the future growth and sustainability of the Irish Independent Production Sector. However, these commitments need to be implemented as soon as possible so that the Independent Production Sector receives the stimulus that the Minister understand it needs.

Over the last 2 years SPI has been meeting with political representatives and Government officials to showcase the importance of the Irish Independent Production Sector and the urgent need for political support to ensure the sector’s sustainability and growth.

SPI supports the review of the Broadcasting Act 2009. We believe this review will find a compelling case to increase the statutory spend by RTÉ in the Irish Independent Production Sector and increase the total amount given to the BAI Sound and Vision Fund.

The Sector has the most cost-efficient content makers in the country, and we offer the best value for money for TV Licence Fee payers. We would welcome the opportunity to contribute to the review in order to showcase the contribution and value of our member companies to Irish culture, employment and export potential.

The Broadcasting Amendment Bill also includes a new tender process for TV Licence Fee Collection, and the Minister has indicated the future introduction of a Household Broadcasting Charge.

SPI has long called for the introduction of a Household Broadcasting Charge. People’s media consumption habits have evolved rapidly, and the introduction of a Household Broadcasting Charge is the appropriate mechanism to reflect this. However, delaying its introduction beyond a tender process and then a 5-year contract is too long. This charge needs to be introduced as a matter of urgency and waiting up to 7 years, or beyond, will not create the conditions required for the sustainability of Public Service Media or the sustainability of the Irish Independent Production Sector.
